estrogen/progestin hormone-replacement therapy linked to breast cancer

I don't understand--if estrogen/progestin hormone-replacement therapy is linked to breast cancer (presumably because of the estrogen/progestin components), why does this not explore the implications of birth control--which is primarily estrogen and progestin?
